Roles and responsibilities of the investigation team

  During investigations there are usually a number of different members of the investigation team that are involved with the case. These members each have their own specific roles and responsibilities, which are designed to efficiently progress the investigation processes of the case. 

Within the OJ Simpson case where Nicole Brown Simpson and Ronald Goldman were murdered, there were many members involved in the investigation. Throughout this page of the blog it will discuss the members of the investigation team and their roles and responsibilities. 

The Police

  The police are always involved during any investigations, the first involvement of the police is usually when a patrol officer responds to the report of a crime. The first attending officer is then the person who begins the investigation into a crime, the initial response stage is carried out by the first attending officer. The first attending officer has many roles and responsibilities one of these roles is responding to the radio call which reports the crime, crimes can be reported by anyone such as the victims or witnesses of the crime. As the first attending officer is usually the person who is alerted to the crime they will then travel to and attend the scene of the crime scene. Another key responsibility of the police is to assist the victim, the police assist the victim by helping them deal with the crime and also discover why the incident has been reported to the police. 

One role of the police is that they have to keep any suspects and witnesses present at the scene but also making sure that they keep away from each other and the main crime scene, this is important so that any statements from both witnesses and suspects can be collected. Witnesses and suspects are kept separate so that there is no intimidation and also so that witnesses statements aren't influenced by anyone around them. The police are also the people who isolate the area of the crime, this is to prevent any evidence that may be present at the scene so that it doesn't get contaminated. When the crime scene has been secured the first attending officer will then call for backup, investigators, superior officers and also any specialized units. The first attending officer will only request and call the necessary authorities that are needed for their particular case. The roles and responsibilities of the police will vary depending on what they are faced with for example in some cases such as domestic burglary cases which can be minor it is unlikely that the crime scene will not need to be cordoned off and certain authorities will not need to be notified.  

Roles and responsibilities of the police in the OJ Simpson investigation;
  During the investigation of the murders of Nicole Brown Simpson and Ronald Goldman, Robert Riske who was a police officer with the Los Angeles Police Department was the first attending officer at the crime scene. When attending the scene Robert Riske assessed the situation and then called for the appropriate backup. He then began to secure the crime scene but he only secured the immediate area which was to the end of the pathway of Nicole Brown Simpson's house but he cordoned no further than this. Due to officer Robert Riske not securing the whole crime scene any evidence that could have been on the pathway located outside the house, may have been contaminated or even missed out altogether. Officer Robert Riske also allowed many officers to access the crime scene without any protective clothing such as gloves, this was before any evidence had been processed and also before the bodies had been removed, this could have also contaminated the whole crime scene as well as any evidence. Instead of using his own radio or phone to call for back up officer Robert Riske used the house phone from Nicole Brown Simpson's kitchen, this was before declaring the phone as potential evidence and also before dusting for any prints that may be present which could have also contaminated any potential evidence. 

Roles and responsibilities of the police in other investigations;
 The police are involved in every type of criminal investigation as they are the organisation who have first access to the scene of a crime, however the roles that they have will vary depending on the type of investigation that they are faced with. In minor cases which may include burglary, it is unlikely that the police will need to cordon off the scene, but in investigations such as terrorist attacks they will be required to cordon off a large area. In some cases which include burglaries or even mugging's the police will be required to take statements from any witnesses and suspects. In many criminal investigation the situation is classed as serious when the police will call for back-up, this means that in small cases such as muggings the police may not be required to call for back-up. Criminal investigations such as terrorist attacks require the police to call for back-up and also specialist departments immediately.      


Detectives

  Detectives are another member of the police force who may be involved in an investigation, a detective is a higher position within the police force. Detectives respond to the crime scene after the first attending officer has called for backup and for more superior officers to attend the crime scene. During the investigation process the detective is involved in the preliminary investigation and also the follow up investigation. The roles and responsibilities of a police detective includes visually inspecting and searching the crime scene, they visually inspect and search the crime scene in order to figure out what occurred at the crime scene and in order to assess the situation and also to ensure that people who shouldn't be at the crime scene aren't present. 

When the crime scene has been secured the detective ensures that the crime scene has been properly secured and that the whole crime scene has been secured, which may include extending the crime scene depending on the evidence found. While at the crime scene detectives may also be required to assist at the crime scene by identifying evidence that needs to be examined by a scenes of crime officer (SOCO), this can be done either while the scenes of crime officer is present or before the scenes of crime officer has arrived at the scene. Another important role of the detective is to supervise the scenes of crime officers, while supervising the scenes of crime officer the detective ensures that evidence is not being contaminated by the scenes of crime officers but also to ensure that all evidence is being accounted for and correctly labelled so that it can be processed correctly in the chain of custody process. 

Roles and responsibilities of the detectives in the OJ Simpson investigation;
  During the OJ Simpson investigation one of the first detectives on the scene was Mark Fuhram who was a detective with the Los Angeles Homicide division. Detective Mark Fuhram firstly carried out a visual inspection of the crime scene. Later on in the investigation he entered OJ Simpson's house without the possession of a warrant, detective Mark Fuhram entered OJ Simpson's house without a warrant as he believed that OJ Simpson may be injured inside his house. Detective Mark Fuhram was also the person who discovered the bloody glove at the crime scene (Nicole Brown Simpson's house) and also a glove that seemed to match at OJ Simpson's house. Detective Mark Fuhram is also the person who alerted officers and detectives to the blood drops on OJ Simpson's Ford Bronco, which was located at his house. Later on in the investigation process detective Mark Fuhram was also accused by the defense of things that could affect the investigation, such as planting evidence at OJ Simpson's house in order to frame him for the murders. The defense team also argued that this was because detective Mark Fuhram was racist.

Roles and responsibilities of detectives in other investigations;
 As detectives are higher up than the police they can be involved in many types of criminal investigation but are unlikely to be needed in minor investigations including domestic burglaries. The detectives will be involved in a criminal investigation when they have been requested to by a police officer, after the police officer has attended the report of the crime. If a detective is requested to attend then the police will have felt that the investigation is serious enough to get someone involved that is higher up on the hierarchy. Due to detectives being higher up in the hierarchy, meaning that they are the most senior members of the investigation team, they will usually take lead of the investigation and also organise the other members of the investigation team.      


Specialist Departments

  Depending on the type of investigation such as murder investigations and also investigations where peoples lives may be at risk, specialist departments and units including the major crime squad or the bomb squad may be involved in the investigation process. These specialist departments and units have a variety of roles and responsibilities depending on the investigation, these roles and responsibilities include things such as, developing an investigation plan. Specialist departments may develop an investigation plan as they are more suited for developing an investigation plan that could move the investigation of a major crime forward. During a major investigation these specialist departments may also take over from the detectives, meaning that they will be in charge of the investigation until it has concluded. Throughout the investigation process the specialist department involved will try and gain as much information as possible about the crime, this then allows them to identify any persons of interest or suspects. As well as the detectives in many cases the specialist department will also carry out many stages of the investigation such as; the investigation plan, setting up the incident room, investigating any leads, researching and analysing any intelligence systems, gathering and analysing any facts, identifying any patterns and links, process of elimination and also any ethical considerations. 

Specialist departments are only necessary in major crimes which include, murders, terrorist attacks and also fraud, these specialist departments will only be required as part of an investigation when more specialist methods of investigation and more specialist work is needed. Throughout the investigation the specialist departments will also be involved in the organisation of the investigation, taking lead in the investigation and also interviewing any suspects. 

Roles and responsibilities of specialist departments in the OJ Simpson investigation;
  During the OJ Simpson investigation the specialist department that was involved was the homicide section of the LAPD's Robbery and Homicide Division. Two detective's from this specialist department were assigned to being the lead detective's in this case, their names were Tom Lange and Phil Vennatter. Detectives Tom Lange and Phil Vennatter were responsible for getting in contact with Nicole Brown Simpson's parents to notify them of her death and they were also responsible for getting in contact with the pathologist so that they could attend the crime scene and examine the bodies. Both detective's Tom Lange and Phil Vennatter discussed the investigation plan with other detectives at the crime scene, here it was decided they they should visit OJ Simpson's house as he should be informed of his ex-wife's death. 

While at the crime scene detective Tom Lange noticed the gathering members of media and public, it was here that he decided to place a blanket from inside Nicole Brown Simpson's house over her body, to prevent pictures being taken of the body. By doing this detective Tom Lange contaminated any evidence that was present on Nicole Brown Simpson's body, which then lead to all of this evidence being thrown out of court. When detective Mark Furham discovered blood at OJ Simpson's house and on his Ford Bronco, it was detective's Tom Lange and Phil Vennatter who were responsible for assessing whether OJ Simpson's house should be classed at a crime scene. As well as this detective's Tom Lange and Phil Vennatter were also responsible for supervising the collection of evidence by the scene of crime officers (SOCO). They also had to document all of the evidence from both of the crime scenes. Later on in the investigation both of these detective's also had to interview OJ Simpson and here they then classed him as the prime suspect.

Roles and responsibilities of specialist departments in other investigations;
  Due to these organisation being specialist departments they will only be involved in major investigations which may include, terrorist attacks, fraud crimes that are classed as major and also murder investigations. Specialist departments such as the major crime squad may be involved in investigations including drug crimes and also murders, whereas the bomb squad are likely to be involved in investigations such as terrorist attacks which include explosions. Specialist departments will only be required in an investigation when more specialist work and investigation methods are needed in order to find out what has happened at the scene. If a specialist department is required then they will take the lead in the investigation, help with the organisation of the investigation and also investigate leads and interviewing suspects.  


Scenes of Crime Officer's (SOCO's)

  Scenes of crime officer's are the people who attend the crime scene after the crime has occurred, the scenes of crime officer's are the people who look for the evidence and correctly and securely collect the evidence so that it can be examined. Scenes of crime officer's only attend the crime scene when requested to do so by the lead investigator of the case. During the investigation the scenes of crime officer's are involved with the gathering and analysing facts stage of the investigation, they gather and analyse facts in the form of evidence that has been collected at the crime scene. Throughout the investigation the scenes of crime officer's have various roles and responsibilities including, preventing contamination of evidence while at a crime scene, they do this by wearing protective clothing such as, gloves, goggles, shoe coverings and also a protective suit that covers the whole body. Also to stop the contamination of evidence they establish a common approach pathway to allow safe access to the crime scene. Scenes of crime officer's also have the role of identifying any evidence, when they arrive at the crime scene they look around the crime scene for any evidence such as, hairs, fibers, fingerprints, shoe prints, clothing and in the case of a murder potentially a murder weapon. 

Evidence needs to be identified in order to build a portfolio of reliable evidence in order to potentially identify the suspects and even the perpetrator of the crime. After the evidence has been identified it then needs to be collected, this is another role of the scenes of crime officer's, the evidence needs to be collected correctly by being put in the correct containers and bags so that evidence is not contaminated or damaged. While collecting evidence it is also key that the evidence is collected correctly using the correct protocol and methods. 

Roles and responsibilities of scene of crime officer's in the OJ Simpson investigation;
  During the OJ Simpson case the scenes of crime officer's or criminalists as they are known in this case, were called Dennis Fung and Andrea Mazzola. Dennis Fung were special investigation division criminalists meaning that they were members of the public who were trained in the collection of evidence. Throughout this case Dennis Fung and Andrea Mazzolla had the role of collecting and documenting all of the evidence at the crime scene and also OJ Simpson's house, they also had the roles of sequencing and cataloging any evidence so that it could be transferred to the laboratory. Dennis Fung and Andrea Mazzola also had to assist the pathologist in the examination of both Nicole Brown Simpson's and Ronald Goldman's bodies at the crime scene. Both criminalists were criticized throughout the investigation and trail for contaminating evidence as they put different samples of blood evidence in the same collection bag and they also failed to bag evidence correctly. 

Roles and responsibilities of scene of crime officer's in other investigations;
  The scenes of crime officer's will only be involved in a criminal investigation when requested to do so by the lead investigator, in every type of investigation that a scene's of crime officer attends they will required to identify and collect any evidence that is relevant to the investigation. The type of evidence that a scene's of crime officer collects will vary depending on the type of criminal investigation that they have been requested to attend. While collecting evidence during a murder investigation the scene's of crime officer will be required to collect evidence that includes blood evidence and also any potential murder weapons. However during working during a terrorist attack investigation, the evidence will link to finding out what happened and also who carried out the attack, this will include finding the components of the bomb.  


Forensic Scientists

  Forensic scientists are involved in investigations after the evidence has been collected at the crime scene by the scenes of crime officer's, so that they can then go on to analyse the evidence in laboratories, the forensic scientists are the people who analyse any evidence. During the investigation they are involved in the gathering and analysing facts stage of the investigation because they analyse the facts obtained from the evidence that has been collected. Forensic scientists have many roles and responsibilities throughout an investigation such as, analysing any biological, chemical or physical evidence that has previously been collected from the crime scene. As forensic scientists are usually laboratory based so that they can analyse the evidence, they obtain any information which could be a crucial and key part of the investigation. Evidence that gets sent to the laboratories for analysis can vary from analysing fingerprints or performing DNA tests on substances such as blood or bodily fluids. After each piece of evidence from the crime scene has been analysed the forensic scientists have to then write a report which greatly details the findings of the evidence analysis. The report writing process is a key role as the reports that are written by the forensic scientists are used in court as evidence.

Role and responsibilities of forensic scientists in the OJ Simpson investigation;
 The forensic scientists in the OJ Simpson investigation were all part of the Los Angeles Crime Lab, therefor all evidence that was collected at the crime scene was analysed in the Los Angeles Crime Lab. The evidence that was analysed in this investigation included blood, gloves and many other pieces of evidence collected from the scene of the crime. While analysing the glove that was collected from OJ Simpson's house they were able to identify blood from OJ Simpson, Nicole Brown Simpson and also Ronald Goldman, the blood from OJ Simpson's Ford Bronco was also identified as Nicole Brown Simpson's and Ronald Goldman's. 

 Role and responsibilities of forensic scientists in other investigations;
  The roles of forensic scientists are very unlikely to change when the type of investigation changes, this is because their roles and responsibilities will always involve analysing evidence that has been collected at the crime scene. As the type of criminal investigation changes the only factor that will change is the type of evidence that will be examined in the laboratory, this changes as the type of crime that has been committed will involve different pieces of evidence.   


Pathologists

  Pathologists are more likely to find in investigations when an individual or individuals have been murdered, this is due to pathologists being a medically trained person who examines the body by completing an autopsy to determine the cause of death and to also to attempt to gain any in depth information that would suggest how the individual had died. Not only can the pathologist determine the cause of death while carrying out an autopsy but they can also retrieve information from the body which tells them about the lead up to the individuals death. The pathologists aren't only responsible for carrying out an autopsy the pathologist also supervises the collection of evidence from the body or bodies at a crime scene, this not only ensures that the body is not being damaged before the autopsy but it also ensures that evidence is not being contaminated. Throughout the autopsy the pathologists role is to collect any evidence from the body this includes things such as, any foreign hairs or fibers that can be seen on the body, tissue samples from the body and also fingernail scrapings that may contain DNA evidence to link to a suspect. When the autopsy has been complete the pathologist is responsible for writing a report which describes the findings of the autopsy in detail, the report contains important and key information such as how the individual has died and also the manner that their death came about.

Roles and responsibilities of the pathologist in the OJ Simpson investigation;
 In the OJ Simpson investigation it was Dr Irwin Golden who was the pathologist responsible for examining the bodies of Nicole Brown Simpson and Ronald Goldman at the crime scene and he was also responsible for carrying out the autopsies on both Nicole Brown Simpson and Ronald Goldman to determine the full extent of the injuries that were sustained to both bodies. After Dr Irwin Golden had completed the autopsies he was able to determine that the attacker of Nicole Brown Simpson and Ronald Goldman was right handed, all of Dr Irwin Golden's findings were then put into a report so that it could be presented in court. 

Roles and responsibilities of the pathologist in other investigations;
  During criminal investigations a pathologist will only be needed when the circumstances of a person's death is suspicious or unknown, pathologists are likely to be part of murder investigations in order to determine how a person was killed. Pathologists may also be involved in terrorist attack investigations in order to determine the identity of the victim. As a pathologist's role is to examine the bodies to identify how an individual has died or to identify the extent of the victims injuries. After examining the bodies a pathologist can then give the investigators additional information such as if they are left or right handed, depending on the way that the murder was carried out.  

Prosecution

  Prosecutors are the people who argue a case against defendants (suspects) in court, the Crown Prosecution Service is the government service which employs prosecution lawyers. Prosecutors have many roles and responsibilities one of which is to aim to prove beyond reasonable doubt that an individual is responsible for the crime that they are being accused of. The prosecutors are involved in the report writing and also the presentation of evidence in court, due to this they need to have roles and responsibilities that include things such as, communicating with the police, other professionals included in the investigation and also the victims. The prosecutors are involved in the above so that they can prosecute a case to the best of their ability by gathering information to gain a full and clear understanding of the investigation. After they have an understanding of the case and after they have gathered all information from the investigation the prosecutors then have to prepare a report combining statements from all individuals involved and all evidence so that their report can be used as part of the court case. The final responsibility of the prosecutor is to present evidence in court, this evidence is presented in front of a judge and also a jury, if one is present and required. The evidence is a complete portfolio of intelligence gathered during the investigation and also any forensic evidence, the presentation of this evidence then allows the court to decide whether the defendant is innocent or guilty. 

Roles and responsibilities of the prosecution in the OJ Simpson investigation;
 During this case of the murders of Nicole Brown Simpson and Ronald Goldman the main prosecutor was Marcia Clark who was representing the state, Marcia Clark tried to convince the jury beyond reasonable doubt that OJ Simpson was guilty of the murders. Marcia Clark was part of presenting the evidence that had firstly been collected at OJ Simpson's house and then analysed by the forensic scientists at the crime laboratory. The evidence that Marcia Clark presented included physical and blood evidence, the physical evidence included the bloody gloves that were collected from the crime scene and also OJ Simpson's house. As well as this evidence Marcia Clark also presented arguments that on various occasions prior to her murder that OJ Simpson had beaten Nicole Brown Simpson severely and that she was also afraid that one day OJ Simpson would murder her. 

Roles and responsibilities of the prosecution in other investigations; 
  Prosecutors will only be involved in investigations which will be presented in court, in any investigation the prosecutors role will be similar as their responsibility is to convince the judge or jury that the defendant committed the crime that they are being charged of. The only thing that will change as the investigation varies is the evidence and the arguments that are presented by the prosecution. 

 Defense

  During an investigation the defense is responsible for defending the person who is suspected to have committed the crime, the defense of an investigation involves defense lawyers who are involved in report writing and also presentation of evidence in the court stages of the investigation. The defense have many roles and responsibilities which include things such as, arguing against the prosecution so that they can provide a defense for the suspect, not only do the defense argue against the prosecution but they also attempt to gather evidence that will contradict the prosecution. The roles and responsibilities above are carried out in order to allow the defendant to be found guilty or to be acquitted of the charge that they are facing. 

Roles and responsibilities of the defense in the OJ Simpson investigation;
 During the OJ Simpson investigation one of OJ Simpson's main defense lawyers was Johnie Cochran, he was part of the defense team that were labelled the "dream team" by the media. While presenting evidence at court Johnnie Cochran argued that evidence had been planted by members of the investigation team, this included the blood and physical evidence such as the glove found at OJ Simpson's house. Johnnie Cochran claimed that this evidence had been planted to frame OJ Simpson by racist investigators, who disapproved that a white female had been married to a black male. As well as this when OJ Simpson was asked to try on the glove that had been found at the murder scene, which was believed to belong to OJ Simpson, Johnnie Cochran produced the famous phrase "if it doesn't fit, you must acquit" when the glove did not fit OJ Simpson.   

 Roles and responsibilities of the defense in other investigations;
  Just like the prosecution the defense will only be involved in investigations when the case makes it to court, in every investigation the role of defense will be to defend the accused, again the arguments will change depending on the type of investigation. The defenses roles and responsibilities always include attempting to get the defendant to be found innocent of the crime or getting the defendant acquitted.
